In small outfits/corps/guilds whatever you play, you kick people out if you don't like them not because they're not online for a week or aren't in your squad when you play right now because they would rather fuck around with their new toy gun on the other end of the continent.

Also I forgot, the best way to foster a community like that is to setup a irc/jabber/discord server and get all the people on it. If shit goes down ingame and you actually want to do something, you can just ping everyone online and ask if they wanna come shoot mans.

You get a much higher squad/platoon participation that way than just through in-game means, because people don't need to play when nothing worthwhile is actually happening and they just don't "burn out".

I don't really know much about ps2 and the outfit management, as I'm a rather new player myself, but I've played eve for years which has similar structures.

First thing you'll want to do is knowing which guys you want, just don't recruit everyone. Have set of standards and keep to them.
Also have some set of rules and enforce them but don't be to anal about it. It's basically enough to say "don't be a shithead or get kicked" and then kick the shitheads accordingly.

You can't really weed out spies in PS2 as the API doesn't get you enough information. If someone wants to get intel on you, he will, especially if you're a open/semi-open outfit. It might be a good idea to search for similar names on the server if someone wants to join. For example if Noobert wants in your NC outfit and there's a NoobertTR on the server, ask him about it or try to get other intel on this characters.

Another thing which I forgot...if you actually set up a irc/jabber server, you can restrict information pretty easily with different rooms/roles. So you can invite literally every grunt into your outfit, get him on irc and have the standard shittalk there but invite people you trust and do important stuff with into seperate groups where you can still talk openly. This restricts information flow heavily and leaks are alot easier to find, as you've a smaller group to search in.

But lets be honest here, it's fucking PS2, there's not much serious intrigue going on.
