Depends on how early in the game it is. After a teamfight most people don't have mana either, so clearly dragon takes forever and you're likely to throw at it because respawn times are 10 seconds.

Tower? Not really excusable on that one. At least damage it. Seems Leona's AP ratios are in the 30-40% range for abilities. It might work really well if you figure a way to fit in some AP on top of tank... maybe Liandry's for HP. (I didn't suggest Rylai's because there really isn't anything that DOESN'T slow on Leona already.) And Liandry's works stupid well with slows already (because of it's passive).

Unfortunately Leona's passive ONLY works with teammates. Might be great for people ganking but on her own she's down a passive in a solo lane.

I used to play a lot of Vayne, and while she is well playable right now I don't think she is overpowered. Too many Vayne players fall for the big plays meme, when you should be using your invisibility and mobility to DPS safely, shredding the front lines of the enemy team and leading them around on a chase, allowing your team to either kill the frontline and win, or assassinate the backline and win anyway. There are only very small windows when big plays become available, and those are often when you are ahead anyway. Posting Vayne stats from when I actually played her.
