Being a bad character doesn't mean you have a higher skill cap.

76 uses almost the exact same skills, has more DPS with his primary than zen does on an orbed opponent, and heals more rapidly with the option to heal multiple people at once, including himself. Putting aside his ult which really isn't comparable, Zen's only advantages are the fact that he can heal without waiting for a cooldown timer to run out, he can heal across longer ranges, and that he can discord people for his team to also dogpile. However, he needs line of sight to do this, which means he's completely fucked vs roadhog and pretty much fucked against winston and even dva, 3/5 of the tanks in the game. If you don't think Dva's viable in the first place, that's still 2/4 tanks, which still mitigates the potential usefulness of discording them over just having a good general purpose gun. On top of that, I'm sure everyone here knows having a more dedicated healer is usually a better option, and people can still be killed within his ult. He shouldn't be much higher on there than 76 is. He's almost just a bad version of him, he needs more skill to be used well in the first place but there isn't any more room for improvement on him than 76.

Basic stuff like "shotguns do well against meaty large-hitbox tanks" are pretty obvious. As for character-to-character counters, though, I really have no idea.

Typically I deal with Tracer by playing Roadhog and trying to land a good hook or using my alt-fire to harass her when she slows down to shoot somebody. I don't know if that's considered a "counter" but it does well enough for me at rank 48.

-learn when to heal and when to boost
-know when to ult and when to not. For example, on Volskaya def point B don't solo res a dead genji when the enemy is not on a full attack, but in a fight don't necessary wait for 5 dead teammates just for a damn POTG.
-don't be afraid to use your pistol. From behind a Rein shield you can get snipers/turrets/bastions rekt in a few seconds. Killing a bastion needs less than one pistol clip.
-learn target prio based on health. A 50% hurt hog still has more HP hand a 25% hurt genji
-use shift a lot
-don't destroy your brain cells with healing full retard teams. If they cannot be bothered by keeping you protected, switch heroes.

For charging your ult, don't hesitate to shoot enemies. Boosting a turret bastion also charges your ult in matter of seconds.

Score system is different from OW, for example on a hybrid map you get 2 points for capturing the payload, and one point for escorting it or preventing it to reach the final point. First team getting 9 points wins.

I think the general conclusion as to making him more viable was for the orbs to buff him when he had them out.

Discord makes him take 30% less damage from who he has it on and Harmony heals him for half of it's healing. Possibly another buff for having them both up at the same time.
