I think they're delaying brooms to off-set the fact that we got Guilt itself like 150 story missions earlier than Japan did. Brooms seem like a game-changing factor, allowing dots and guilt on premium medals. Mirrors are a pretty minor factor by comparison.

Not to mention right now this event is the only way to get mirrors, and the number available is very limited. For all we know we may not see the mirrors again for a long while after the event ends.

What makes medals good is based off a couple different things, whether they're single target, AoE, random etc. If their Special Attack is dependent on something else, if they help or hurt you like heal you or make you take damage, how much damage is calculated, Special Attack gauge cost, etc.

Check the medals on those high level players and see all what's going on with them.

Doing a no equip no item run and beginning to think this fight it all luck.
There comes a point where xigbar either fires really fast above you (easy to avoid) or to the side (impossible without luck) all the vids I've seen have people tanking his shots because of equip, or using items to heal.
I think I just have to wait for the rng to just make him use the overhead shots to win.
Got him on 1 heath bar but couldn't get to final form fast enough to finish him...

Most Tier 3/4 Guilt Medals are worth maxing out, so both are fine. But since you can't replicate Xigbar's special with a Guilt'd farmable (P&P is just AoE Speed damage, despite the higher multiplier), I'd go with him first.

I'm playing BBS and I've almost 100% every character's report. I've done every single thing but I'm at 99% on item collection because I still have to beat Mysterious Figure with Terra. I'm at 100 right now and that is usually fine unless the game dumps a bunch of medals on you like this week's Chip/Dale and Magic Mirrors. I also keep any non-shit Jewel Medal just in case I can Guilt them. I cleared the whole map with this setup (except KH2 Cloud was 5* when I did it) and a shared Sephiroth. The lvl200 Invisible was the only one that required quite a bit of luck because if the defense boost didn't go off I was dead after the 3rd turn.
I'm at 473k but there's no way I can do better than that with my current cost capacity so all I can do now it watch as my rank drops lower and lower as more players get higher scores.
