Depends on how much your deck requires a wide extra deck.
Beefing up The Lightning can be really good, but it's not really worth killing your toolbox for it. But if you've already got an open space in your toolbox go ahead and add another Utopia because it does indeed make The Lightning a lot better.

Because
1- Discarding is a cost for Fortress, something you do before activating the effect/attempting the summon condition.
2- Fortress can summon itself from the Graveyard, since the effect from summoning itself from hand or Graveyard are the same, you can pay the cost first and chose from where you want to summon later.

You can also use it to make a new Orihulk or Alkahest using Orihulk. Which would trigger Orihulk's effect and hopefully a Combination to boot.
Not to mention that you can use the Fullmetalfoes Fusion when they try to remove your monsters to make their effects fizzle while gaining advantage instead.
And finally. If you have the card in your hand or on the field from a previous turn, you can go full ham in the battlephase with the full power of quickplay.

If they play around the field and manage to completely clear the monsters, you have still got the Pendulum Scales, which revive Zefraniu and let you search Path, letting you put some Baxia's back into the ED and drawing 2 more cards, for a total of 3 cards drawn that turn, easily enough to put you back in the game.
I'm sure there are even more ridiculous Ultimaya shenanigans available with that fucking ridiculous Denglong, and the new Metalfoes fusion is the best level. I'm pretty sure you can also do some degenerate stuff with Chaofeng locking the good attributes quite easily now.
Granted, the deck still dies to going second and to disruption, but whatever. Between skilly Nirvana Paladin plays and the bigger lockdown plays, I feel as if the deck just got a lot better.
Just need to wait for it to be added to test out the real cancer.

3 Cattle Calls can brick, in my experience. I'd replace one for Burial in a Different Dimension. Creeping Darkness can be good in this deck as well. Otherwise, this is a damn fine deck. I'd make the changes you've suggested, swap a Cattle Call for BiaDD and call it a day.

Here's how I run them personally. I find the boss monsters the deck has available generally deal with things very well so I don't run quite so much traps as outs to problems. Also there are more Rank 10s than just Gustav and Dora, and they're pretty good too.

I'm getting my shit kicked in by Celphon + Machine Dupe shenanigans right now, but I'm finding a lot of use from Denglong. Being a level 5, I can easily get into him from either of the low metalphosis + a tuner and he helps extend combos
However, the best part about him is how he fixes brick hands. If I only open 1 YZ + a handful of scales, I can actually do things now by sitting on a Denglong, searching the counter, sending Chiwen, then during the opponent's turn disrupt them with the counter, then send Denglong summon Suanni + Chiwen, Synch into a second Denglong search Path.
Like, that completely fixes my brick hand and I have options depending on if he survives. He's insane.

the metalfriends set card would also work for baxia to destroy when resummoning jet synchron, but implementing these two changes doesn't actually involve denglong, and it's not quite to the level of only needing jiaotu and 2 yang zing in hand, it still needs a metalfriend.
denglong seems like a fine intermediate step for yazi since you get a free search+mill but i'm sure we can do better

The android one is getting updates it's just that you can't see a few cards from the darkside of dimension set all the way to the week before invasion of venom released. they're working on the image problem for those now but due to the site being wonky most people who don't have a computer won't be able to manually add the card art themselves. so android users can still play but like always they'll be a bit behind. Going first with Monarchs is a bad choice. You will brick way more often and lose the game to OTKs because you can't really do anything turn one besides Erebus, and you will brick enough times where that will not happen every turn 1. It's far more beneficial to go second with the deck.

Pure for me is a bit different. To me, it's if you're running other cards because of the archetype benefit it has. You aren't running Gofu because it's a Blackwing, and you're not running other Blackwing cards. You're running it because it's a free Level 5 tuner. A splashed Majespecter Unicorn may be fine, but the instant you turn it into an engine with copies of Raccoon and/or Spell Traps, then it becomes Hybrid.
