Every offense hero is in some way or another overtuned.
Every defense hero is in some way or another undertuned.
Tanks are too strong but it's mostly due to lack of more anti-tank heroes (or these antitank heroes being garbage -> bastion/zenyatta)
1 hero limit is pure cancer.
Overtime is a horribly designed mechanic.

I don't know, the game is very fun but once you look at it more carefully the balance is horrible.

I keep dancing between rank 50 and 60

But the bad thing is that I don't feel like I'm making a steady progression. Like I'll go down to 52 or so, and start curbstomping games. Just crushing everybody and winning. But then when I get to high 50-60 suddenly I start performing awfully, like I can clearly see that I'm out of my depth and I'm the issue with my team.

How do I fix this?

You get a position behind the enemy in assault mode, then grab a few quick kills before moving on. Torbs definitely much more a pain in the arse on Xbone, but he's certainly not unbeatable with his damage nerf. Killing his turrets as reaper is now a viable option if they're unguarded (i.e. you've just killed torb).

I think he should need to at least have line of sight before he can molten core his turret, I hate how you're basically on a time limit to kill it after you kill torb. It's just unconventional. You could undo his damage nerf to balance out the ult nerf.
