What should I be doing to get a decent roll for a Legendary PvE scout rifle (that isn't the god roll Hung Jury because I'm burned out from using it so much)? What should I grind in hopes for drops?

So far I know I can grind Cabal strikes for Treads, rank up Vanguard for a potential Badger or NLTO, and rank up Dead Orbit for a potential Hung Jury (only rank 5 Dead Orbit but currently rank 38 FWC, is it time to leave best faction after I've already got all ships and shaders?)

Get any Scout really, except for the fastest RoF all are pretty good in PvE. Some people seem to hav trouble with ammo management on Badger and such, but i like it. Triple tap helps.
General PvE perks you want on a Scout are Triple Tap, Crowd Control, Firefly, maybe Explosives but stability is usually better, and Reactive Reload.

Secret round is basically a useless perk, so what you have there is a blue rarity weapon with a legendary rarity attack value, basically.

Secret rounds adds an extra round if you miss with a bullet in your pulse, but the way pulse rifles work in 99% of the scenarios you'll miss with the last round rather than the first one, meaning that the extra round will nearly always end up missing as well. Its a perk that makes no difference whatsoever, ever.

Yeah me too, although I love vision of confluence and I managed a great treads upon stars roll which has been my go to pve legendary primary forever now. It just feels and handles so well while a lot of other scouts with perfect rolls just don't feel the same. It's hard to explain. On paper you could have the most perfect roll imaginable but it could just not feel good to use so it gets put in the vault. Treads is the only year 2 legendary scout that just feels right to me.

He didn't decide to stick with them, he was about to leave when Rasputin got pissed off and fired literally every weapon humanity had right at the traveler (That's why the traveler is broken on its underside, btw)

And he didn't make humanity immortal, he provided knowledge and humans used it to expand their lifespan, but not make it infinite, technically the fallen had the same knowledge given to them. Now, if you're talking about ghosts, there's a very limited number of them, and they can die very easily. Also once a person has been revived as a guardian by a ghost, if the ghost is separated from them for a time after they are killed, or they are stripped of their light, they can never be revived again.

Every weapon as the same base damage value per bullet (Assuming equal attack rating), the Impact rating of a weapon determines the damage multiplier, and different multiplier is applied depending on a weapon. so a hand canon and a sniper rifle with exact same attack rating and same exact impact would be doing different damage because the hand canon might only be getting a 2x multiplier with that impact while a sniper might be getting a 13x multiplier.

I really want shotguns to receive a range buff. It doesn't need to be much, just a few feet.
The range right now feels so shit, you have to be in intimate space in order to deal considerable damage.

Right now shotguns are utterly outperformed by fusion rifles.

In y1 gjallarhorn was the end of all means in DPS and boss killing.

In y2 we have Raze Lighter and Sleeper Simulant, which are just as good and in some situations even better. Gjallarhorn in y1 was so popular cause it had no alternatives that compared to its firepower. But with RL and SS there are now alternatives, which means an unnerfed gjallarhorn would no longer be the ultimate end.

They're really not. They're entirely luck based quests. First curse, for one, literally starts off as a PVE quest and finishes off as a "Get 7 headshot kills in crucible with this weapon that has no range, no impact, and kicks like mule with Parkinson's.

Adversely, the chaperone quest promotes camping, not skill, as anything bellow 2.0 KD will net you a loss of progress, and lets not even get started on the whole retarded notion of quests that can lose progression.

Next lets adress your "I don't raid" comment, your example is nonsensical at best and retarded at worst, since A: You can literally get carried through Quillum's Terminus, and B: Nobody here expects or asks to buy the chaperone or the first curse off the gunsmith.
I'm not sure what you're trying to convey with your comparison, but you cannot lose progression towards a raid weapon and nobody is asking to be handed these exotics by the gunsmith so your comparison is just a bunch of words you strung together with the hope of sounding smart but ultimately do nothing to support your claim or your argument.

And lastly "If you don't have that level of skill, why do you think you should have it?" What skill exactly? First Curse less so, that one's pretty much a shitter filter. If you suck at crucible, you will never get 7 headshot kills with that thing legitimately. If you're good, then you're more likely to get it but the rest is up to RNG.
TLW works just fine as an aggressive player. I got it done in 4 Iron Banner matches, and i'm by no means a defensive or cautious player. Admittedly, i did it when TLW was still cancer incarnate, but it's still pretty strong.
