If so you've basically neutered her.

She can only get 20 energy off of a single barrier, which means by the time her own self barrier is off cooldown she will be back at 0 energy, if she get's it off a projected barrier she'll have 4 energy left.

Which means to get maximum charge she'd need to project at least 14 barriers without dying, or without them ever not getting full charge.
