It's not actually flat increased/decreases, but because the matchmaker actually matches you against people of your skill level you tend to get the same +/- 24-25 points all the time.

They don't fuck around with dumbass shit as trying to rate a player's performance (if he wins, and keeps winning, isn't that enough to confirm he's good at the game?), and they don't fuck around with trying to weight mmr gains according to how long the game was (because if my team stomped a koth map 3-0 we are clearly getting matched against mmr appropriate opponents and need LESS mmr rewards). They also try to keep the game competitive instead of fucking around with babby shit like "sudden death"
