Are you implying that DVa is not most damaging tank? Yes, you need to be close, but you deal good damage. I often get damage medals as DVa.

In paladins scoring is a bit different. For example on a hybrid map, you get 2 points for capturing the payload, one point for delivering it or preventing it to be deliered. First team getting 9 points wins. 8 matches out of 10 were 9-0. OW is not THIS bad in my >opinion

Pretty sure he is right. Most people I see are running around with 3-4 man in one group, but every time you open a stream they have a full group.
If you would match them against nothing but other 5 to 6 man groups they'd constantly play against each other and never get the chance to show of their amazing pub stomping skills that made them so popular

Each bullet of fan hits for 45.
Now if you hit every bullet then yes, it does 270.
But if you're trying to fan Tracer or Genji or any slim hero, chances are you'll only land 2-3 bullets most of the time. Which is 90-135 damage, not even enough to kill Tracer.
It's not that he isn't viable anymore, it's that he needs too much effort to be effective, unlike before you literally just E + M2 and you get a confirmed kill.

It's because she takes advantage of a team's momentum. and makes it harder to break it. She can easily help her teammates overwhelm players that aren't ready for you to come through. Compared to a Reinhardt team that will tend to move much slower and stay together, having a Zarya on a team can let them be a little more fluid since she can provide some sort of protection at range.

Any time reduced damage is involved, it requires its own tick

Penetration using hitscan weapons also requires this, because the coding needs to have a confirmed penetration in order to assign reduced damage, making them technically fast projectile weapons.

How else are you going to ensure proper damage with a "hitscan" penetrating weapon?

Also, CS doesn't actually use a hitscan. It's just really fast bullet travel with no bullet trails (unless you're playing CS:GO, in which case it does have bullet trails, but still only uses fast bullet travel, not hitscan).

It's still punctual and single target. If the person being protected wasn't attacked, you get no charge and the shield was wasted. Even then, in a 1vmany scenario, concentrated fire can still take out the shield and kill the person protected. A Zarya without some good amount of charge isn't an offensive threat.

They all spam their ults because they realize there is no point in saving them and they stop chasing the lone tracer around for 30 minutes and sniping leet headshots because the game is ending.

You also have to understand that, in most situations people will not be aggressive. They will run. I've encountered so many Reapers that could have easily killed me, but instead of pressing their attack and getting in close they try to get away, and Zarya is better at longer range than they are.

Zarya's biggest counters are the enemy being more aggressive and focusing on her.

if they go pure stop watch all that happens is the game play style shifts away from goal based to time based. It's clearly very deliberate blizzard did not want that or the game would be spot watch from the get go.
