Max intelligence is always a good choice especially on survival. By default survival mode multiplies the respawn timers by 4~5, so experience is a good bit harder to get. Making the most of what you _do_ get with high INT will help.

Different anon here, but I would say no. Stealth only lasts as long as you are undetected (which is brief) and so once real combat starts those are just wasted perk points. Add to that mines can be found by hitting the VATS button, and I would say that there are much better things to spend perk points on.

What exactly is your problem with the Combat Rifle in full auto? The model has no bearing on its functionality in game. If it's the ammo type (.45 Auto is ridiculous for anything larger than a SMG, sure) then I don't really know what to tell you. 5.56mm is nowhere near as common now as it was in Fo3/FNV, so putting something general-purpose and automatic in that isn't really viable.

This mesh I'm doing is just that back half mesh combined with the front half of the Northern Star mesh and then with patched up holes.

Yeah it is, but also isn't.
The eyes in the original design are more straight instead of being rabbit, or bird like. In fallout 2 they eyes of the helmet pointed at you, now they seem to just point off sideways.
Also the helmet has two riveting line or whatever and they aren't even straight, like the guy putting the helmets together just passed out while welding or whatever. The helmet has a part that is higher then the rest which is really odd.
The neck and chest area seems way way too big and bulky rather then the slim greek/roman armor look where the chest piece follows the muscles of the human body, instead it just sticks out about a foot and has square pex.

Another thing is the hump/collar isn't one piece, and I don't really like it.

Who cares? The design is like 95% the same as from Fo2/FNV, what does it really matter if the eyes are at 45 degrees instead of 35 degrees? There is much worse shit than that in the game to get upset over.
I love FNV, but the (2nd gen I guess?) version of PA is honestly terrible compared to how it looks now - it is no bigger than a set of combat armor. Bethesda evolved the design rather than starting from scratch (like with APA Mk.2 in Fo3) so I'm totally happy with it.

Yeah it's really good, and it looks better then the one in fallout 3 by a long shot, and a bit better then fallout NV. but both 4 and NV had this thing where the chest was sort of just a flat box, In my opinion I'd like it if the eyes didn't looks so angled away from each other just so slightly, and the chest had a more round almost bulky muscle like appearance. Maybe because it's a closer step towards the link between human and tank that doesn't involve mutating viruses.

yes, the optmization issues i just mentioned. I was running this on an AMD card (game was only performing well on NVIDIA card without changed settings)

i turned off tesselation and holy shit problem solved. that's an optimization issues, Radeon doesn't do tesselation for shit.

its a shame that the weak ass vertbirids only exist because of a bizarre scripting error.

99% of Vertibirds that spawn are the level 20 versions, however, there are level 30, 40, and 50 versions in the game files, and they will spawn VERY VERY RARELY.

For some reason the spawn lists are setting the vertibirds to spawn the level 50 versions once you get high enough except as super rare occurances.

Arthmoor has said he looked at the leveld lists and shit, and can't figure out why this is happening as they all appear to be set up like any other leveled list, and thus should spawn the level 50 versions far more often

But those guys have lost touch with what means being human, there is only one scientist in the whole institute who cares a little about the commonwealth, and no one wants to hear him, they have better things to do, like kill people who are doing their best to survive in a harsh world, and replace them with synths, or inject untested drugs in gen3 synths and watch them go mad with pain.

Its almost ironic that Shaun believes Kellog death to be some kind of revenge, its not, Kellog was just a hired gun, the order to let everyone in vault 111 suffocate to death came from the institute, the order to kill Nora came from the institute, Kellog was a high quality mercenary, he would not fuck up and kill Nora by mistake, he did it because he had orders to kill her. The Institute is a terrible base for the BoS because the only means into it are a teleporter that uses a massive amount of power to operate, and relies on a courser chip to work, or a sewer entrance only reachable through a whole lot of shit.

On top of that, Maxson's boS only has about 500 men in it, including scribes who don't fight, and the Institute is a massive facility that would take a good chunk of his men to reasonably secure.

On top of that, the only shit in the Institue is
A. FEV, which the BoS hates
B. Synths, which the BoS hated
C. Artificial crops, which the BoS has never cared about farming tech
D. Laser weapons worse then their own
E. A teleporter that takes a fuck load of power to use, and can't teleport outside the commonwealth really.
F. A nuclear reactor they have no means of moving to use in something else.


There is literally no reason for them to want to keep it, and sound tactical thinking would make them want to blow it up to prevent the enemy from having any chance of taking it back and regrouping.

So, guys, how have you deal with it?

I mean, I rarely complain about games, almost all my reviews on Steam are positive, I really like games.

But I can't get over Fallout 4. I mean, I can't deny that it is good, but it was not good enough, not even close.

I really trusted on Bethesda guys, I really did, after Skyrim I thought that great things were coming for FO4, I thought they really had learned something from New Vegas. The settlements thing was awesome.

Even after the first shock and crashes in the first month of release I still thought "This is going to get better, this is going to be an epic adventure about how "united we stand" or something, this is going to be cool, all these settlements are going to do something very cool, I'm sure that If I do enough of this minutemen radiant quest bullshit I'm going to get something awesome.

After the endings, I still thought "The DLCs are going to fix it all, it is going to really exploit everything that the game has to offer this is going to be awesome".

But no, it has not... And the game is not even terrible to bash it and hate it, it is just so mediocre, like something that would have come out of Steam Greenlight.

How do you cope with it guys? How?

-the DT armor system was so bad Sawyer had to give all medium and heavy armors DR in his personal mod because without it they didn't reduce any more damage then light armor

-Because the armor system was so broken,alternate ammo types were nothing but placebo effects on anything but the highest artificial difficulty setting, and even then, only in the DLC where level scaling was bad.

-the weapon and armor list was a bloated mess of shit where 90% of the guns were totally useless because their stats different so little from a similar gun that they played basically the game

-the lack of a random encouter system made the game world feel even more lifeless

-All the facts were totally unlikable by any means, largely because they kept touting how great they were, but never managed to do shit without you

-The companions were, bar none, some of the most annoying NPCs in any game I have ever played, with Cass and Veronica constantly reminding me of shit written by bad fanfiction authors.

In short, NV was just a fucking terrible game that didn't work on any level, and worked in most ways worse then the already poorly made Fallout 3.

Fallout 4 takes most of the problems I had with NV and fixes them.

Most RPGs I have ever played only have a singular speech skill/stat that determine if you pass or fail a speech check.

Indeed, its near universally considered the OPTIMAL way to do speech checks, as it ensures that taking speech actually leads to a new gameplay experience, unlike New Vegas which had so many way to pass a speech check in every situation that basically every character could get the exact same things because chances were very low that they didn't have one of the 20 different skills/perks needed to pass the speech check.

No mayor that approaches you for treaties or contracts, no settlement leader visiting you to feel out the new neighbors. Nothing.

B. Diamond City is under Institute control until you destroy them at the end of the game, and then flys the flags of whatever faction you sided with.

What you are asking for makes no sense given the context.

I dont play a first person game in third person, and most NPcs constantly move around when talking, hell, one of the biggest compalints about Fallout 4 is NPCs moving and doing shit while talking toyou, resulting in them walking so far away the conversation menu drops itself.

For dialogue choices affected by skills it's VTMB and New Vegas, and since FO4 is a Fallout game i expect the game to be at least as good as NV. Primarily, I use Righteous Authority made into a laser pistol, plus my two-shot laser musket; Zero to Midnight. Also my +25% damage Revolutionary sword with a stun pack.

Though for Far Harbor I've switched it up to a Lucky Revolver called Big Iron, a nameless, legendary lever action, and lately a radium rifle because everything in Far Harbor that's not a ghoul takes a billion bullets (mind you, I'm maxed on rifleman and gunslinger, and max upgraded everything) and I ran low on ammo for the other stuff.

I have had only 2 settlers pull stuff out of the workshop. I only noticed because they took all the shotgun shells the first time, all the .44 ammo the second. I round up the settlers and noticed they had replaced their pipe weapons with a combat shotgun and revolver respectively.

I noticed the Gunners example because "Holy shit! this guy had a fat man and 12 mini nukes" when I looted his corpse. Looked in my workshop and sure enough, it was my fat man and my mini nukes.

How does the institute teleporter even work? Can you use it anywhere, at any time, no matter what?

Gas mask + helmet with or without long coat was a common enough sight among the troops of the World Wars. If you're honestly going to say Jin-Roh invented anything when IT was directly "inspired" by the look of soldiers from that period of history, I'm genuinely disappointed in your generation.

What's more, Fallout 1 was released in 1997. Jin-Roh came out in 1999. Tycho, a companion NPC AND a desert ranger was described as wearing a long coat, armor, and a gas mask.

The look of the desert rangers in New Vegas is an intentional nod to the description of THAT desert ranger in Fallout 1.

There's nothing to suggest that the Sgt. that wore the riot armor wasn't using it for peacekeeping operations in Shanghai, since, as you know, occupying military forces often have to perform police actions. I'm not even arguing about the coats, dickhead. I was suggesting that Jin-Roh didn't inspire Fallout (not just Obsidian's) desert rangers. Because the look of a gas masked trooper wearing a helmet existed well before Jin-Roh. The look was common enough well before 1988 and remains common. Many police forces that use gas will combine a gas mask and helmet of some kind, even today. It's not rocket science that if you're going to make police or "riot" armor you somehow combine the two to make for an iconic look.

I don't particularly care when your jap wankfest came out either, to be perfectly frank. Almost no one in the west knew about it before Jin-Roh in 1999.

What's your hang-up on the coat anyway? I mentioned Tycho because he's a desert ranger, and the New Vegas rangers are -- in case you missed this fucking rather important bit of information -- desert rangers. It's a direct reference to the character.

Also, the only images of Tycho that exist are of a generic NPC sprite that in no way matches his description, since followers/companions were very much a last minute thing added to Fallout 1 as an afterthought.

Helmets are mostly worn only to protect from shrapnel, because nine times of ten they won't stop a bullet (unless you're really lucky). And they sure as shit won't stop a rifle round, not even with a ballistic mask and all manner of other facial protection in place.

It's the likeliest explanation; underwater deployment and everything, but it's still a fanmade speculation. The Riot Gear has a whole backstory before the war in Shanghai and China, then afterwards in the NCR.

what? The Marine armor looks like something that would only be worn while underwater, the Desert ranger armor has USMC written on it and was used in the Gobi desert.

I don't get the whole Marks of power armor, but combat armor makes sense. I think combat armor even though it's ugly now, it makes sense that not every solder would be wearing the exact same combat armor. I'd imagine a more protective yet heavy suit of combat armor would work well for some missions and operations compared to light weight combat armor probably only used by solders who were serving as military police, or power armor which was too big and expensive to be used everywhere by everyone.
