People will say reaper but roadhog is a better counter. for two reasons.

1: if the winston shield dances properly sometimes he can actually beat the reaper 1v1 at higher skill levels (this is pretty rare though and only works maybe once out of every 6-10 times the winston tries it.)

The big thing that makes Roadhog a better counter is a matter of the ults. If both winston and reaper ult then the winston can easily knock the reaper away saving his team.

Now if a winston tries shield dancing the shield will break before he can do enough damage to bring down a roadhog that has take a breather up and if both ult at the same time Roadhog can pin an ulted Winston to a wall making his ult useless.

There's also Zarya who can melt him real quick thanks to his shit weapon, Reinhjardt can out damage him easily, and has more armor so he'll come out on top, 76 can rocket off winstons armor and then just shred him with his gun. Hanzo stands a better chance against him than Widowmaker does, especially if he has his scatter arrow up. Pharah can jump away and land a number of rockets before Winston can jump up to shock her some more. D.Va's guns will shred Winston at his range.

I agree but it's a sort of soft counter. D.Va works the same way where she really can't keep up with winstons mobility but if the winston really wants to fight he'll lose. Roadhog on the other hand will hook combo winston easily and turn him into tissue paper if not flat out kill him with a headshot.
