Then you get to shit like Super Fly and RPS kid in part 4.

Compared to the rest of the cast? I'm not talking trash about Toby's characterization, it fit the goal he going for, but like, these characters in general are not deep. It's our extrapolations that seem to color them so much. I just get kind of bothered when one character is put on a higher pedestal in that way, where it almost seems that there is no possible way someone else could see any different in a character than they(Not saying you did that, you seem to announce your biases). Whatever, though, at the end of the day if Toriel in the ruins wasn't pleasantly goofy, charming, and/or warm to you, than truly it did nothing for you and that's fine. Would be a boring world if everyone had the same opinions and perspectives.
