Dota 2 is just too big for Valve now. It has millions of different players monthly and an Esports scene worth literally tens of millions of dollars. They're lazy and greedy and don't want the responsibility of handling the biggest game on Steam so they're letting Dota 2 die off slowly by reducing the quality over time so they won't be blamed outright for giving up on Dota 2

just look at all the ways people came up with to abuse calibration of new accounts and how many times valve has had to change it
