Yeah. I kind of assumed (While playing through and waiting for episode 5) that the end of episode 4 was rushed. But I forgave it and thought it was to set up for episode 5 which was going to be nonstop thinking, feels, using our previous choices to get the best outcome, etc.

... How is this possible? Isn't Blackwell exclusively for Seniors? Chloe is a year older than Max and was kicked out before any of the current seniors would have been enrolled. Is Dontnod ready to go bankrupt after their mediocre vampire game utterly fails?

It would have been dumb to sink every bit of money int one game. With the money made from LiS they should have more than enough to make Vampyr, even if it fails, and still have enough to make LiS S2 or another game.
While they were in a bad situation after Remember Me, they've done pretty well for themselves since. And to be honest, I'm hoping Vampyr is at least entertaining.

I've never played Remember Me, but I've watched some videos and remember people talking about it. They all said the same as you.
It seems that Dontnod really has a has a knack for creating character and environments, but need to improve when it comes to story and gameplay elements.
With Life is Strange there was not a lot of gameplay elements to worry about, so things went fairly smooth and worked. But the story was a mess. Hopefully Vampyr will show improvement in all aspects and show that they can make a balanced game, which can then continue on into Life is Strange Season 2.

Max doesn't say anything but she thinks of asking Chloe to stop.
Chloe stops on her own after they get to Seattle. She doesn't want to impose on Max's parents and make their home smell, so she thinks to go outside and do it.
Eventually she comes to the realization that she doesn't need them and shouldn't smoke because it's just going to hurt her. Now she has a reason to want to live long and be healthy.
She uses her limited money to buy patches, gum, etc. and Max helps her get through it.
