I agree with you. It's a hard thing to work around, especially considering this likely happened before the Widow nerfs.

Either one player has his game ruined by long queues and playing against shitters who provide no challenge, or lots of people have their game ruined by one person who pisses them off by being very good with a (before bugfixes/nerfs) broken hero.

I think Blizz is going about this wrongly and should just reset the avoids related to that player if this really did happen before the nerfs, see how it pans out now. Better than completely gutting the system that more people were using to not have their play time negatively impacted upon.
