Set your settings in OBS to downscale when you're recording. Also use a bilinear filter. The drop in quality is hardly noticeable unless you go into individual frames and inspect it.

Make sure you're using Webm for retards to convert, it's pretty solid and simple. Mess with the bitrate until you're just under 3 Mb. Don't expect this to work with a clip above 10 seconds unless you're ok with ruining the quality.

Also, understanding how the encoding works helps a lot. If there's a section of the video where not much is moving, it takes significantly less space than if things were. Case in point, webm related has lots of still space in it because I'm in spectator mode and Tyr stands there taunting for a while, so the webm can afford to be longer and higher quality.
