You know what works wonders when alone and the enemy has little HP?
The syringe guns, the crossbow can work too and it's better overall but if you want to finish people off use the syringe guns.
Melee should used to either sneak up on people or where at absolute point blank range with no escape options.
This comes from someone who's greedy as shit and pubstomps with crossbow and ubersaw for fun, medics melee have absolutely no right to be that good, 15% of uber on hit would be enough

Honestly the medic primaries all need buffs, the crossbow is just too perfect. Don't nerf the crossbow because it serves it's purpose, like a rescue ranger for medic, but the other syringe guns need something going for them too. Increase all syringe gun firing speeds so you don't have to aim 1.5 seconds ahead of where enemies will be to hit them, remove the -2 passive health loss on blutsauger so that it doesn't cripple pocket medics and instead add a damage penalty to promote it as a survival weapon instead of combat focused.

Change the maximum 10% active bonus of the overdose to a constant 10% backwards walking speed while active to allow medics to fight back while also retreating instead of gambling on whether to fight an enemy or turn 180 degrees and hot foot it. Remove the damage penalty but add a slower firing speed so that fighting back is possible but it is first and foremost a fallback weapon, but not a survival weapon like the blutsauger.

Finally for the worst syringe gun, the stock, raw comat oriented attack is the main aim so reduce the syringe arc drastically so that you don't have to aim at an obnoxious angle to take on your enemies.

Bam, now all syringe guns serve a purpose effectively. Blutsauger for surviving a lone encounter under fire, overdose for falling back to your allies and stock for just killing. They might not ever beat the crossbow but they'll still be more usefull then in their current state
