This is my savefile as Persia. Due to a bug in Victoria 2, a state that I conquered in Afghanistan has remained a slave state. However, even though there is a 30-50% Persian/Hazar population, I cannot get any accepted bureaucrats. The only ones who promote are Pashtun ones, which results in a 0% administration. HPM has ackowledged the problem so far, but he doesn't face the same bug as me.

you can use the StellarisModInstaller to do the work of creating the .mod files from the descriptors instead of donig it manually.

Just dump that in your /mod/ folder, dump the .zip from the MEGA archive in the same folder. Run the StellarisModInstaller once to generate the config.ini file, open that, change the version number to 1.0.* to stop the game whinging at you about outdated mods. change Extract=false to Extract=True to get nice compartmentalised mod folders.

Once you've done that, just drag the .zip from MEGA for the mod you want onto the program icon for the StellarisModInstaller, and ta-da, your mod is good to go with the .mod file having the correct data in it.

Alternatively, if you know how to write the .mod files, or just dont plain trust me (its like only a few lines), you can just do it manually:

HOW TO DO:
Location of the mods is -> \My Documents\Paradox Interactive\Hearts of Iron IV\mod\ . If there is no Mod folder create it.

01. Download the archived file for a mod from link provided above.
02. Archive files are named with numbers like link of the mods on Steam. To see what mods you want look the link mod id and search it in MEGA.
03. Extract the archive File contents to temporarily folder.
04. Take the "Descriptor.mod" file, rename it to <modname>.mod, put it in the \Mod\ root directory.
05. Edit the .mod file with text editor, edit only this line: (example)

archive="blorg.zip"
to
path="mod/blorg"

06. All other lines leave to be the same. Now save the edited .mod file.
07. Make new folder in the same \Mod\ root directory and name it the same you edit in "Descriptor.mod" (in this case "blorg").
08. Now place all folders and files if any from temporarily folder to the new folder you will create in the \Mod\ root directory ("blorg" folder).

Outup will be:
\Mod\Blorg\<mods files and folders>
\Mod\blorg.mod

You have to keep in mind what PI =/= PDS, Paradox Interactive is a publisher and they are doing the IPO, and Paradox Development Studio is a, well, development studio owned by PI, one of several, others doing stuff like Magica and Cities Skylines. So in theory IPO by PI doesn't directly affects PDS.

The AI has just a bit of carrier-based bombers.

My naval invasion of England ended in almost total disaster, with two corps each of 12 marines going to different shores. Twenty-three were sunk.

My paratroopers were successful in landing, and hooking up with the remaining marines. They have managed to hold out long enough to build a port and fortifications.

It's pretty complicated. I'll assume you're starting off with a colour picture to save time.

Make two layers for the image you're using on Photoshop, then remove the background (I use the polygonal lasso tool with a feather of 1).

Then use a filter on the top layer to make it look 'oil painted'. I use a Topaz simplify filter but you could probably get similar results from using the default Photoshop oil filter.

I then use a soft medium opacity eraser to remove areas of facial detail like the eyes and nose on the top layer, while keeping certain areas like the facial shadows and clothes abstracted.

After that I use the dodge and burn tools to highlight and shadow certain areas of the portrait to give it that Paradox™ quality sheen.

You can use this background I made.
