BiS items matter to people because after you're either farming or close to farming the current raid tier, you've got your core group of friends you like playing the game with and you're all fairly geared - the only thing left to do is chase marginally better items until you quit. I would definitely prioritize a minuscule upgrade for myself, even if it was a much better upgrade for another player, if they were just a pug or a new guild member. If it was someone I knew and they were an integral part of the guild though, I'd probably let them have it.

In the same essence, I would still keep working on getting that last 1% hit if it was available to me. But yeah, I won't say having absolute pre-raid bis is even close to required to raid. I think a lot of times when guilds require it, it's more of a test of your dedication and ability to strive for the best. Could also be used as a way to see if you know which stats are integral to class. It's sometimes easy to see who has just blindly followed a pre-raid bis guide (which many have a lot of wrong information) and who actually knows what's up.

each spell has a coefficient. If you play league think of AP ratios.

Frostbolt/Shadow Bolt etc. are close to 100% coefficient, I think they're in the low 90s at max rank, so 200 spell damage will give you about 180 extra actual damage. For dots, the coefficient is often 100% (I know it is for Curse of Agony) so if you have 200 spell damage, it will add 200 over the total damage (not per tick). Healing same way
