That's the Count of Groundsoaking Blood from Boktai and Boktai 3, and you fight him two ways: via Crossover Battle 2 with Boktai 3, which was cut from non-JP versions of BN6 because Boktai wasn't as popular overseas and the third game was never released out of Japan.
The other way you can fight the Count is during the Boktai sidequest in the Immortal Area, which is accessable via Underground 2 as soon as you beat Bass the first time, as he drops the Bat Key that is required to open the door to Immortal Area.
The theme is, as >>145682010 said, the Count's theme played in BN's style. The first Crossover Battle with Battle Network 5 and Boktai 2 had you and Django fighting ShadeMan.exe, with the standard boss theme playing BN5, and a variation of the BN5 Title Screen playing on Boktai 2, in Boktai's style.
In non-JP versions, since the Immortal Area was removed, the Bat Key instead opens a new door in Graveyard that blocks the new location of the AttackMAX NaviCust program. In the original game, that spot had the area map, another feature removed non-JP versions. I can't remember where AttackMAX is in the JP version.
An observation: The player in this video is technically cheating, as he's using e-Reader Mod Cards to start with LifeAura. The game accounts for this and doesn't update SP Record Times when Mod Cards are active. And, you guessed it, e-reader support was removed from non-JP versions.
