Reinhardt needs exactly one minor nerf, and that's to have his shield have a decay as long as it's up. Make Rein players have to think about when to have the shield up or when to put it down, and not only do all the other tanks instantly become more competitive, but you also get rid of stupid bullshit like constant Rein/Bastion/Mercy corner camping on objective maps.

Decrease AoE size on McCree's flashbang.
Increase spread of FtH so you can't gun people down with it at midrange.

Give D.Va some sort of mech weapon to harass with at midrange as an alt fire. Something akin to her pilot gun.
Slight increase in speed while boosting.

Turn Zenyatta's 50 normal health into armor so he can survive a Widowmaker shot.

Slightly increase amount of time it takes to fully charge Widowmaker scoped shots.

Always have a blink up and know which direction will take you away from the fight. Try not to engage unless the target is facing away from you. The thing about Tracer that I think a lot of rookies miss is that she's a skirmisher and not an assaulter - she's not really meant to outright kill other characters on her own (though she can), but rather do enough damage that the enemy has to decide whether or not to turn around and deal with you instead of facing the rest of your team, while also picking off characters with low health or who are separated from the rest of their team. D.Va plays in more or less the same way, but she's a bit more difficult to pull off on account of being gigantic compared to Tracer and having inferior damage output during hit and runs.
