Depends. If my team has a Lucio/Mercy, I dont mind going Zen for some supplementary healing/dmg. Symmetra is also another "support" that would count as double support but she can be much more efficient defensively (And offensively i guess) than someone like Lucio/Mercy trying to dish out damage

having 2 lucio/Mercy however could really put you at a disadvantage DPS wise however.

If the enemy team switches out to high damage sustain heroes and burst ults, they can easily break through. But pub teams probably won't switch out of their favourite Genji and Widowmaker mains to deal with it.

Usually you can tell as Pharah that you are going to get shot down. The problem is that you are locked in the air way longer than you actually needed when you ult (a good Pharah ult kills her target in 1-2 seconds and then you are locked in the air for the full duration without any primary targets to shoot at anyway).
