I'm guessing you'd still wanna go for dmg for the Q so just go for some generic build like: essence reaver, stattic/firecannon, IE, lw, something for lifesteal and boots. tl;dr if you don't have a 100% chance to kill the azir it becomes wasted time which the enemy team can then capitalise on.

Rek'sai can be both aggressive and defensive. She can peel but also provide good engage, making her a very flexible champ.

You get a deathcap 3rd anyways, a seraphs is the second highest ap item in the game and gives a great sheild. It gives something like 200 ap at level 18 with just the morello and deathcap. I see no reason not to build it when he can stack it as fast as he does.

in lane your priorities are, in order: Don't die, farm cs, kill your opponent when they fuck up. Later on those priorities would change depending on the matchup but you're new so you should focus on that not dying part until you're really good at it.
