The first wave of migrants you can gear up and have them all fondle each others butts in a training program
Second you can setup your milling and cooking for the prepared food for mad dosh

First caravan order a ton of leather and wood shit so you can fill out the soft armor portion of your squads.
Smelt your junk metals and goblinite into metal bolts

If you don't know what do do with someone, put them in a marksdwarf squad and have then alternate one month hauling/non-core jobs one month training with frequent excursions to build skill.
You can also have them mine pretty much anything. Picks use mining as their weapon skill so you can make easy 20 legends a year. Have them spar once they are to up their other skills
You should be able to run the fort with <=55 civ dorfs.

Between about 110 middling skilled marksdwarves, ~30 legend regulars, a ton of cage traps, and bridge airlocks breaking groups up you have no trouble with anything

Danger rooms were a byproduct of training being worthless. The real problem is we rarely (if ever) get hit by ambushes, sieges are often weak and they seldom come. It wasn't one or the other but the double whammy of difficulty reduction that really shifted it from a struggle for survival to a simulation experience.
