No, it's a features they added in HotS (SC xpac) that allows for tournament games to proceed without needing to remake the match in case someone disconnects. It was added to hots because they didn't know how to remove it, so that is why the reconnect feature is so bad, as well as the very horrible replay system that even if you run it at x8 it only progresses through the action at 1.5x speed.
