Naegi and his fellow 78th Class classmates, having defeated Enoshima Junko, have joined the Future Foundation. There they are working to rebuild the world, but Naegi has been charged with the crime of treason for protecting the Remnants of Despair. Everyone gathered for Naegi’s punishment has been trapped by Monokuma and thrust into the “Final Killing Game”. That's what I'm thinking since the Imposter isn't posing as Togami anymore, Akane and Sonia have longer hair everyone looks different in some ways.

Precisely. There's a difference between the two Ryoutas that can't be ignored. Kodaka is trying to trick us into a trap by thinking the Imposter stole the FF Ryouta's identity. And people have already fallen for that trap.

The real imposter is the FF Ryouta while the DR2 imposter is the real Ryouta. He was said to have shown his true identity to his classmates at some point of his first year hence the discarding of the Togami identity.
