I sprinkled some wettable powder and tilled some withered grass, but it still seems kinda random whether or not my crops actually get destroyed. Should i be tilling Corn instead? Should i just accept im going to lose alot of crops?

Damage to crops during a typhoon is based on RNG (of course). The amount of damage received is decreased by the defense of the plot, which is increased by wettable powder (up to 63 I believe). Damage decreases the health of the crop, until it is destroyed.
So, all the things you mentioned will help. Corn gives more health than withered grass, so that's always better. What you can do, if you don't have enough money to get all your crops to max defense, is to watch them periodically during the storm, and till in grass/corn if their health gets low.
Though really, a good way to prepare would be to use wettable powder all the time and to maintain a high defense.

I just finished act 3 myself, and I didn't delay act 2 at all. The only consequence I've seen for that is that Venti won't build friendship during and after most of it, so I wasn't able to complete the "raise everyone's friendship to five" request until very recently. It doesn't seem like a huge deal and there might be more to it, but if you're going to game the RNG to start act 3 as soon as possible anyway, I don't think it matters too much. Or maybe just get her to five friendship first.
