Not really, it suffers from most of the problems that have plagued Obsidian since their first games.
-Boring game worlds.
-Overly blunt and dull writing.
-Unneeded and poor attempts at shoehorning everyone and their grandmother into the main plot in some way to artificially create "C&C" that shouldn't actually be there.
-Their NPCs are barely above Morrowind tier in terms of doing nothing but standing in one place all day except for going to bed.
-Basically nothing you do in the game actually changes anything in the game itself, and all the repercussion of your actions exist almost exclusively in post-game slideshows.
-Poorly balanced and greatly bloated systems out the ass.

NV is better then Fo3 and Tactics... but thats not saying music.

They signed a standard contract, and failed to get an 85 score just like they had on every other game they had made except their very first one KOTOR 2 until South Park came out.

The only person screwing Obsidian was themselves, they knew, or could easily check, how high their games got scored, and should have known they simply weren't up to the task of getting a score that high.
