Buffs in TBC are only party-wide. Let's think of it in terms of ballpark SWP BiS numbers: you have ret that does 2.4k DPS and gives an extra 2% to 3k glaive rogue, 2.7k non-glaive rogue, 2.5k enha shaman and 2.4k arms warrior. That's 212dps from Sanctity aura, putting the ret pally at 2.6k personal DPS+party DPS contribution, not quite enough to justify taking one over even non-glaive rogue.

However, it puts them quite a bit closer to the breaking point where extra value gained from judgements (Crusader Strike refreshes all judgements and prot paladins can't always judge 3% raid-wide crit) and the convenience of not having to buff outside (since you don't want to have 2 holy or 2 prot paladins but you "need" 3 blessings) brings them over the top.

That's for Horde, anyway, ally retardins would have few hundred lower personal DPS since Seal of Vengeance isn't as good DPS as Seal of Blood. For Alliance it's somewhat debatable if ret is optimal, for Horde it's a pretty clear choice since judgement of wisdom alone if quite a lot of raid DPS and covers for that small difference to a pure class they'd be replacing.
