Do you happen to have Ace Striker or Knight's Charge? I've found it's a lot more useful to stick that on your group heal SBs so you can save the two one-charge RMs for another party member.

Silver Dragon rarely, if ever, uses magical attacks. Focus your mitigation on physical attacks. One or two layers of magic defense is good enough, something like Full Break + Shellga off a SB like Divine Guardian or Boon.

I don't know why you have Drain Jump when you should be trying to hit the target conditions. Drain Jump isn't necessary, put Wind or Ice Jump on.

One healer is fine, but if you don't have a native Wall SB two is also safe.

I usually run an Auto-Haste RM on the Retaliate user, since you're hitting soft cap with Advance.

This isn't really a hard Ultimate, in terms of Silver Dragon's damage output or requirements to master. You've got characters pretty much capped so I highly doubt you can't master this unless you're clinically retarded.

You need some fucking damage. Slap an Ice or Wind move onto someone.

You might want a Wall. This isn't really a very damaging boss bar the damage ignoring backrow once you've got your defenses. A native Hymn of the Fayth is good, though.

Rather than an additional elemental advantage ability on your attackers, a drain attack might work better if you're having trouble keeping up on heals. People really forget that drain attacks can be quite potent with an attack bonus and a synergy weapon.

Except in this case elemental bonuses give you medals. Plus damage recovered is proportional to damage given, as you said. Even with a synerged natrual 5* sword, Steiner didn't really heal a whole lot - my first attempt was using Drain Strike til I switched it for a 2nd spellblade. Likewise for Kain's drain SB.

And didn't really need heals besides the regen, curaga, and occasional group heal. Despite Vivi being one shotted, the moment protect and Wall were up, I was doing fine.

You only need one case of them to give the medals. So Steiner with wind slash and the mage with blizzaja and kain with whichever. I'm not saying they're needed for this specific fight, but they're helpful to remove the "you need an aoe heal to do ultimates" folly.
I suppose I'm packing planet protector, so even with drain strike my spell blades hit near damage cap. A 2.5Kish heal really goes the distance in those fights. Full Break helps as well.

for the last spot I was thinking in either Sazh Lv65/65 and Wakka Lv80/80 for Power Breakdown+Double Cut and Ranked damage or Steiner Lv65/65 for a tank and Double Cut+Aerora Strike (thus letting me Add Drain Strike on Cloud)

As someone who regularly uses Drain Strike (I have one at R4 and one at R5), I can honestly say it was kind of shit against Nova Dragon. My first attempt I was running Aerith with Planet Protector and 4 physical attackers and two Drain Strikes. With Drain Strikes, I simply couldn't keep up with the damage because every time I used them to heal there was a chance that it'd just counterattack, which just put me in a worse spot. On my second attempt I ditched one of my attackers for Y'shtola with Medica II, a second heal and Haste and the fight was a fucking joke. Drain Strike is usually a great ability, but when there's a chance that the boss retaliates by doing 20% of your entire party's health when you're trying to heal up, it's just a liability.

The CPU is probably a lot easier than the boss rush that immediately precedes it. The order is just Attack Node -> CPU -> Defense Node. Once you beat the Attack Node, though, the battle is pretty much over.
