Now aside from cosmetics, they said we get a new strike called the taken chalice so it probably has something to do with holding the brand again, and new story challenges/missions probably bringing back old raid stuff or adding onto it such as the cave at the back of Atheon's room. This actually makes the most sense. The Reef is sort of in between relevant and irrelevant to the game right now. It's a whole social space but you really only go there to pick your Trials passage.

Bringing up other Raids would be nice but they really only need one raid for the endgame, and that's KF.

However bringing back Arena wouldn't stack the raiding game too much, it would just add to the endgame and give relevance to the Reef. Plus there are a lot of new players who run PoE and end up disappointed it's Y1 shit. More people run that than the old raids, so it makes sense to bring it up.
