Giving a panel of person the power to decide which teams are allowed to be in will just lead to even more accusations of rigging.

Qualifiers is everything you need and notably they can serve to regulate the number of teams so that babbys always have 32 active teams.

Of course that mean getting rid of autopilot spots including for qualifiers; a team can only play if it has a manager. If a manager shows up to revive a team, he'll have to be present for the whole of the qualifier to even have a chance to advance to the following babby.

Honestly, and this is just off the top of my head, here's a change I'd make (although it's too late to implement it in Spring without some justified complains from certain affected teams)

Key point: Only top 8 (i.e. QF winners) stay up in the Elite Cup
Babby is 12 groups of 4 (cuts down to 72 matches from current 8x5's 80)
Babby pot 1: elite cup places 9-20
Babby pot 2: elite cup places 21-32
Babby pot 3: 1st 12 of 24 that did not promote from last babby
Babby pot 4: 2nd 12 of 24 that did not promote

I think the general long term trend of this Hiro guy being open to new boards means that 56 teams is the new 48. The "better" thing about the original Babby IMO is that you had a 50% chance of promotion, which this restores.

The argument that keeping 16 teams up makes the Elites better is a little bit weak; arguably keeping the ones that did well in group AND won a knockout makes the Elite quality even more elite, plus even if you finished 1st in an Elite group and then crashed out in the Ro16 you become a babby pot 1 and all you have to do to get back is finish 1st OR 2nd in an easier group than the one you just topped.

Anyway with 12x4 this does make the Babby KOs a bit wonky. (I did say off the top of my head.)

So I would do this:
12 group winners: into KOs
Best 4 of 12 group 2nd placers (by the usual points/GD/GF sorting): into KOs
Worst 8 of 12 group 2nd places: no KOs, go straight to Elite pot 4

Then into the KOs you have the Ro16 losers into Elite pot 3, everybody in the QFs into elite pot 2, and the 8 that stayed elite are obviously pot 1.

Assuming PES is completely random, 50% of those teams will advance again, so 8 teams should be in three elite cups in a row. 4 teams should play in four consecutive elite cups, 2 teams in a fifth, and 1 team should expected to make 6 elite cups in a row.

(And the actual numbers are not too far off from this.)

It honestly seems a roundabout way of removing teams that don't currently even exist in PES16. What are we going to do? Convert PES15 teams to PES16 for boards that don't even have managers? Of course not. Going through this tedious bureaucratic process isn't going to be any more "fair" than /merit/ decreeing certain teams be ineligible for the babbies. Maybe you want to make killing teams more democratic but it doesn't take an educated or involved 4CC member to know which teams shouldn't objectively play in the cup. Honestly it all seems like silly esports nonsense to me. I tried to come up with good constructive criticism but in the end it all should just be scrapped because it goes against the spirit of the cup. We're not Riot Games or the ESL, we're a bunch of autists wasting our for weekends for >fun. While I do appreciate the move to make standards for the cup, I just feel like it will hurt the cup in the end. We don't live in a perfect world where people would only manage teams because they want to make the fans happy and grow the fan base, but I also don't think we're at a level of managerial corruption that we need we weed out bad apples. Aside from really obvious examples that do get weeded out, managers do tend to care about their boards enough to warrant keeping the teams around. The cup growing this big was something none of the original people expected, but we should be welcoming, not excluding, because we're all 4chan Even the dirty cross-boarders. Well of course we aren't gonna convert PES15 teams to 16. We're too god damn lazy for that. Which is why I was agreeing with Lear that we could merge the signup and export deadline where an export from the verified manager is just as good as signing up. Just because signups exist doesn't mean the team will fart out an export. The examples of this are /pol/ in Winter 14 and of course /cgl/ the last few tournaments. While I did agree with bits from Bent's proposal I'm actually more firm on culling teams by their ability to produce an export. No export, no spot I truly want it to be as simple as that. But on the subject of verification how would you make it less intimidating for lets say... an /hm/ user to step up and get verified and all that shit? Because keep in mind I never had to go through verification or even deal with it so that process is a grey area to me so I'd like to know how you would like verification to be done.

Just to have a giggle I'm gonna run all of these teams (and /soc/) through bent's proposed questions.

/3/: 2 Gave them scores for roster due to its changes before Autumn but I don't /3/ at all so I may be wrong and to presentation mostly due to my bias towards Elektronik Supersonik.

/biz/: 9 Duke showing a desire to interact with the board and actually running decent polls changed this from a 5 to a 9 imo. Only score I didn't give was on standout aesthetics.

/cgl/: 3 Gave them scores for roster due to its Autumn changes, overall presentation, and aesthetics.

/gif/: 2 Scores given for presentation and base aesthetics; still having two sauce golds is a questionable move but I don't /gif/; if they beg for sauce that much maybe it is justified.

/hr/: 6 Scores given for roster page (the fact that it has almost no pictures bugs me though), roster itself despite relative lack of changes since Summer 2015, presentation, aesthetics, standout aesthetics (Astronomy), and management caring.

/soc/: 3 Scores given to presentation despite the awful "special" goalhorns, base aesthetics because of Vocaroo and Skype faces, and manager caring (though he has a weird way of showing it as evidenced by matchdays).

/t/: 2 Scores given to presentation as always (fuck those kits that are basically both white though) and aesthetics. I on't think the golds have changed at all in a year, which isn't a good sign.

Hey, /4ccg/, I'm thinking of starting a draft-based Pokémon league to distract us from the endless void of shitposting known as the off-season.

Basically, we'd take turns in a snaking draft (so 1st overall picks 20th in Round 2, or 40th overall), picking Pokémon we want to be able to use on our team, and then going round-robin where the top n teams play knockout games.

Matches would be played on Pokémon Showdown (which is pretty much a glorified IRC client) in OU, so there won't be any need to register usernames or anything.

While initially we'll be playing OU rules / setting out schedules and stuff like that, if there's significant interest in changing the rulesets I'm willing to be flexible.

I think we were very fortunate not to have more extreme scoreline games.
Many people with experience testing PES16 would at least like to experiment with some changes to see how it affects the game.
