I checked the site and it says 'Release Date TBC' for the NY Firefighter/Paramedic/Police/Hunter packs, as well as National Guard.

To be fair it also says that for the Hazmat set and I have that.

Well there's the armor damage modifier, but it's still a shitty mechanic to make bullet sponges even more spongy.

What is objectively the best weapon combination?

Current running an assault rifle and shotgun with one is none.
