Alexander's memories are merely hazy, he doesn't claim a disconnect between his current self and those memories like Shiki/GO!Tamamo does.

Also it's incredibly fucking convenient that apparently the GO Servants have their memories from every summoning ever but everything irrelevant is a haze while their memories from previous Fate works are clearer for whatever arbitrary reason. And that they don't already have memories of how the GO story will end so they can't spoil it for you.

Amaterasu: not in love to begin with, just mildly amused by one of her facets falling for a mortal.
F/GO Tamamo: she's conflicted. In the valentine's event she basically says she likes Guda, but she knows she will have a true love in the future. So she will continue to serve the protagonist with all her might, but romance is going to be at arm's length. It's not something she intended, but her future self's memories are with her.
So extremely roundabout way of saying yes.

And yeah, it's pretty arbitrary. Waver's got the whole tactician thing going on (not just the war games, but also his ability to direct other mages to make better use of their abilities, like with Luvia in Case Files), but it's not a very strong connection. That would be stupid. Mordred never says that, the Apocrypha narrator says pretty much the opposite, and Mordred's arc concludes with her realizing that she fucked up and didn't actually understand what she wanted or where Arturia was coming from.

Arturia still could have handled the situation better, but the lack of emotional intelligence she displays in that interaction actually improves her character by turning a previously informed character flaw into a real one.

Morgan's biggest contribution to the whole thing, aside from stealing Avalon and making it possible for Arturia to die, seems to have been being such a shitty un-involved parent that Mordred ended up as emotionally needy as she was when it came to Arturia. She tried to teach Mordred to kill Arturia for her, but Mordred thought she was just kind of a bitch and ignored her. (Morgan doesn't seem very charismatic, what with all her spies just fucking off once they get to Camelot.)

Victor is way more responsible for the people Fran killed because he had two perfectly viable ways to prevent them (destroying her the minute she turn on and he decided she was a failure, or supervising and teaching her to make sure she didn't hurt people) and decided to go mope instead. She still bears a significant responsibility for most the people she killed (as the Apocrypha narration indicates) because she did succeed in teaching herself enough to understand what she was doing by the time it came to murdering Victor's friends and family.
