A shame the general is dieing though. Terraria it's such a great game. Let's hope that either Overworld or Terraria 2 will make this general alive again.

You can never have too much chlorophyte. Also, yes, it is needed if you use the vortex gun with chloro bullets.

I have no idea. I think it's only in the jungle. I've never seen chloro grow on patches of mud that were not in the jungle biome.

What will be released first, Otherworld, or 1.3.1?

1.3.1 is not that big and they have already said they would make smaller and more frequent updates. As for Otherworld, the dev team working on it wanted to release it near the end of 2015, so I think they're pretty far ahead as far as development goes.
