I'm an officer in my guild and I'm wondering how to make new members feel welcome and invited. Not to say, they're not, but I find that a lot of newer people are almost entirely silent in gchat, and I'm wondering if my guild feels clique-y, and how to circumvent that. Namely, how I can involve them in conversation or content. Even when I ask if anyone's interested in running dungeons it's usually the same people whom I'm already thoroughly acquainted with.

New members join a guild because they hit a pug wall in progression, help them with whatever they need.

Explain their role and the instance mechanics well. If they are brawler/healer, bring an OP group, get them geared up.

Once they recognize they are saved from pug hell, and if they are not stupid, they will realize that being in a guild is mutually beneficial for all involved. As progression dungeons will get run more consistently.

If you level past the dungeon, you can't get in through matchmaking anymore. Ask in your guild chat if someone will walk you through it, or just ignore in until you have endgame equips, so you can solo it.

As for char slots, everyone got a free voucher when brawler released, which devalued the market temporarily.

If you're sitting on master worked dreadnoughts, you might as well give BnS a shot until the new dungeons get releases.

Just a reminder, BnS is a 4 year old korean grindfest that has a 1 line chat limit. It's strengths are the character creator and the 1v1 arena pvp.
