It's got nothing to do with the quality of the voice actors. I've heard most of the english VAs in other works, they are perfectly fine talent wise.

The issue is with the voice direction, also known as "IFI does not give a shit". Even leaving aside how some of the VAs are horribly miscast for their roles (Noire's english va comes to mind), the instructions that the VAs are given and the enforcement of the tone just plain isn't up to par. Take a look at Blanc's dub in RB3 and U, for instance, where they just put her in constant White heart mode for no reason.

It really doesn't. They have more experience, but as long as the VA has a voice that fits the character, voice direction matters much more than the quality of the VA itself.

Also, the upper price range for "prime time VAs" is alot higher in the west than in Japan, so it's really not something they can do without access to AAA level budget.
