You scan digimon by a certain amount every time you encounter them. When the scan hits 100% you can create that digimon in the digi labs, but if you scan it to 200% you can create it a bit stronger. The party is 3 and you can switch whichever ones out at any time without losing a turn.

You're in for a treat with Deception IV then. Not only is it the best game in the series by a long shot, but the remade version includes an extra story with fanservice for those who liked the earlier games. All of the previous heroines are playable in it.

Other personal non-RPG recommendations would be Tearaway, Sayonara Umihara Kawase (platformer based around a grappling hook that behaves like a rubber band), TxK if you're okay with another indie, Muramasa if you dig 2D hack n slash, and if you're feeling a bit gutsy, Taiko no Tatsujin is my favorite rhythm game on the system, but you have to import it from Japan. Vita is region free so this isn't an issue though, and you certainly don't need Japanese to enjoy a rhythm game.
