Rough translation of how they determined the list:

1. Stats - Attack is values higher than HP. FGO is about defeat before being defeated.

2. Combinations of Skills as well as cards. Skills with +Busters and buster decks are rated highly vs +Arts with only one arts card.

3. Being able to fight single stronger enemy are evaluated higher than beating multiple weaker enemies.

4. Usability of NP - Higher damage and invincibility are rated higher. Low probability based NPs are rated lower.

5. Compatibility with CEs. Higher rating if meshes well with Kscope and synenergizes well with specific CEs.

6. Compatibility with other servants. Servants that work well with lower cost servants which saves costs are rated higher.

There won't be any new bronze servants. I can see Kazudrop and Violet both being 3*, Passionlip and Melty being 4*, and Kingprotea being a 5* like you said. It would make sense for them all to get their own event and get released at the same time so this star distribution seems the most reasonable.

Speaking of the Alter Egos, I didn't realize that we already had gotten Parvati as a servant in Passionlip. Parvati-Sakura is less surprising now that I think about as we already had a Sakura clone being just that. Durga is also just another aspect of Parvati so we are getting two Sakura-servants that at the core are the same if we disregard the difference in personalities they will have.
