Whenever he's actually named in Japanese, it's always in katakana, whereas Shirou and Kiritsugu's surname is written in kanji. His spear in extra even has a bow mode that he does use as a beserker.
Just by that simple fact we know he can use his lance in archer class and since hes not fucked in the brain he could use all of its abilities not just one.

There are only like two Servants with enough weapons to solo Herc from a full stock of lives, EMIYA and Gil. We know Gil can do it because we saw it happen in UBW, and EMIYA managed to take out like half if his lives while holding the line; he might be able to solo Herc in more favorable circumstances. Lancelot could probably take more lives than the average Servant, but he'd run out of shit sooner or later, and Herc's Battle Continuation can fuck him over.

It doesn't matter what their primary weapon in battle was, it's the fame. And Lu Bu's incredible archery skill is more famous than most of the other guys that were cast as archers in Dynasty Warriors like Xiahou Yuan. This just usually gets omitted for game balance since Lu Bu is beastly enough at melee as is. But his feat of archery skill is literally still one of the only particular legends about archery in Romance of the Three Kingdoms.

Hell, Cu Chulainn canonically never even used Wickerman or Irish magic runes in battle (he was taught Norse runes) but he got them in his Servant class just because he's Irish and has the legend of being trained in "all forms of combat" known to Ireland at the time.

Of all the duels lord Lu bu had 90% of them were draws.
His more notable achievement of his entire life was the arrow that stopped the war between liu bei and yuan.

Have you read RotTK? Hes explicitly famous for his martial skill, his bow skill is also high but secondary. I dont know where you are getting this idea that he's primarily an archer or horse archer.
Yue Jin was one of Weis greatest, Sun Jian was so much better at commanding then Lu Bu it isnt funny. Not to mention dueling Guan Yu and Zhang Fei makes up for both of those.

Huang Zhong was a skilled fighter and had some notable moments, but is overwhelmingly more famous and competent with a bow. Lu Bu is in the same situation with the weapons reversed.
Archer is significantly lower then Rider, Lancer and Berserker for Lu Bu.
That last part doesnt even make any sense.
