Powerlevelfag here, I have started asking to myself, is there even a point? The high tiers are so close to eachother that it all comes down to compatibility basically. To sum up my reasoning, lets look at it this way.

Arturia is equal to Cu and Heracles, Achilles is said to be weaker than Heracles and Karna is said to be equal to Achilles, Karna is said to be equal to Gawain and Gawain is said to be equal to Lancelot, Lancelot is said to be the strongest round table, while Gawain is said to be possibly stronger than Arturia.
See this shit? Back to fucking square one. The high tiers are all so close to each other you can't really even tell who is stronger because of how close they are, and it all basically comes down to a compatibility battle. They are all strong and around the same level, so what's the point trying to say X is stronger than Y?

Compatibility is the ENTIRE point. Determining who can do what to who. Not is le X the stronkest.
Like a fun note to me is that Sasaki Kojirou, one of the weakest of all servants, is probably the best threat to Li Shuwen, one of the deadliest matchups as a matter of incompatibility.
(Kojirou has a skill that supernaturally warns him of danger as well as partially negates visual interference including invisibility. He also has an extremely long radius of attack incompatible for martial arts.)

Mashu is worth maxing, as she maxes very low (30 or 40 depending on where you are in the story).
She's 0 cost and fits into parties easily, her main role being to grant invulnerability to your preferred damage dealer for a turn. Her damage is almost always very mild.

Assuming level 4 skills, Andersens IM generates 5 stars, which is nothing, and defense debuffs an already fragile Servant.
His crit damage buff is about 20% party wide, which is good, but in an arts team not particularly useful.
Andersens skillset can have good synergy if highly levelled and in the right team, but not with what that anon had.

Nobunagas event was that shes a super strong Servant that had a cock up happen and was nerfed down to 4* while her Saberface friend remains 5*, and you deal with all that shit.
Its a big fat meta Koha Ace joke.

Nobunagas actual character design for the game is an entirely different process. In design Nobunaga was always a 4* and like all other cards has at max three active skills and a couple of passive skills.
Instead of giving her Charisma, MT and one unique skill, they gave her three unique active skills in order to make the character stand out more.
This decision is completely removed from all fluff.
Nobunaga doesn't not have Charisma because she would be too broken and had a star removed, she has a unique active in place of it for pure design purposes. The lore character still has the skill, Nobunaga doesnt use it in gameplay.

Iskander is in a position where he will be necessarily strong on release, but has two known active skills, both generic.
I would be surprised if Iskanders skills on release did not have unique secondary effects and names like Caster Lizs IM or Nobunagas Strategy.

The effort a servant has into it seems to be a direct decision from the artist, at least, the ascensions are.

You have awesome ascensions even in the bronze servants, but you also lazy ascensions in gold servants, the curious thing is that the ones with lazy ascensions also tend to have unimpressive portraits, probably because the artist of that servant is not so good.

I think the best ascensions we have are Stheno, Euryale and Wada servants (except Liz final ascension, but even then, I think the final portrait looks good).

Tamamo or Waver/Nobu/Drake is an actual team that can work with Nobu. With Tamamo and Drake with Nobu's first skill it's more of a NP spam team to make crit stars with Tamamo also lowering CD on skills. Their cards also go together better than if you put a bunch of quick servants with Nobu, she's more likely to use her NP that way.
