Heavy is pretty much the only one who has to straight up fight him and while the pyro deals a steam of 20 hp per particle, heavy deals like 30 per bullet at the range pyro has to be and has more health pool, so it's a 50/50, depending more on the tracking abilities of the heavy.

Pyro can still get you, but will probably not deal as much damage at first. Not that he will be dealing more damage to you as minicrits are ignored.

Well most maps are open, but in an enclosed map you can't juggle a pyro nor airblast him away that well, so it's true.

Spies are simply not meant to deal with pyros, because pyros are made as a hard counter. Even the spycicle, which is meant to help spies deal with pyros is just to give them an out for when they fuck up.
