Izanami awakened him to his Persona though. That's why he could enter the tv world. It's the same way Yu didn't know about his Persona until he fought in that tutorial fight. Namatame didn't need/get to find out about his Persona since Kunino stepped in to help him, in the same way Ameno did with Adachi and Izanagi-No-Okami with Yu (to carry out/represent their desires)
