I still see it more on the player's side of things because you really, really have to go out of your way just to do Genocide

But in reality, it's Flowey's idea. After you start up Genocide, Chara's power begins to awaken and Flowey can see Chara. That's the part where Flowey suggests: "That's a wonderful idea!" and that's when Genocide truly begins. It's Flowey's idea to erase everything because they're all worthless memories to him, but it's not until Chara and the player's determination to go through with everything that he realizes it was an extremely bad idea and when he tries to turn his back, he gets rightfully chopped to bits

By that point, Chara's reawakened and moved on like the player should. Chara wants to fuck off and be done with Undertale, but seeing as though people want to play the game more Chara offers to sell your SOUL. It doesn't really do much but taint the True Pacifist ending though, which I feel is lame and Toby was fucking lazy

But again, by that point Chara's more or less telling you to be done with the game and stop resetting. Same as Flowey, but more malicious
