Use Alter or Nero if you have, Alter does much more dmg with her NP with para burst and Nero NP is Art while still have more damage than him.

Use him with George THE UNBEATABLE vs Lancer that's not Liz or any Berserker does make him some what decent.

Other than that any other 4* or 5* Saber is just better than him in every way except tankiness but that's debatable too because he doesn't have dodge/invul

It's a situationally useful CE on anybody. The Quick buff it gives is pretty weak and the Dodge pierce only comes into play if you're going up against a Servant that likes to spam dodge.

It depends on what you're doing, of course. Luvia is good on someone with a crit weight skill, meaning Scathach or Okita. Tokiomi is great on Okita as well, and probably on Scathach. Bazett is good on any other QQABB, assuming you have other servants generating stars and no one else who'd rather hog them. In particular, Proto Cu would get a lot out of a Bazett CE, since he has that skill that buffs his crit damage for a few turns.
