Depends on what you want. Devourer by far will give him the strongest kit lategame and once you get several items you'll often feel unkillable. The issue is getting to that point. Warrior gives you a midgame boost that will make your level 6+ ganks stronger and let you game a little more often, but falls off the most late of any option. Cinderhulk is okay, you won't be nearly the threat late that devourer would be but you'll be able to serve as that frontline tank. It's an option, particularly if you fall really far behind early. Honestly though Warwick loves on hit so much that you really should go Devourer unless you're high enough elo that Devourer is a liability. And in that case you probably just shouldn't play Warwick.
