It feels more like there's a baseline power level for grail class vessels. For most servants, who were superhuman in life, it'd be a nerf, but for a few it'd probably be a buff, especially oned who had supernatural powers imposed upon them posthumously via Innocent Monster or similar skills.
Also, class vessels convey class skills even if they weren't held by the hero in life, which could hypothetically be a considerable boon; granted, it'd probably be rare for a heroic spirit to qualify for a class without having matching skills in the first place, to a degree.

Also because he doesn't have his armor, he can use his spear without restraint now. In other grail wars, he'd always have to weigh the risk. His compatibility with his master is also noted to be quite high as well.

He's not really that gimped, in fact he more than proves this at the end of each route in the game in his final scene. Other servants can't really pull that kind of bullshit. The armor was just the frosting on the cake at times, it doesn't define his true power. He's not so gimped or weak without it.
