can someone help me understand what the fuck the point of the Institute and Brotherhood are in FO4? Minutemen and Railroad are straight forward, but I have no idea what the fuck the other 2 want. Institute is a bunch or nerds making robots that don't seem to have any purpose except making up for a sex life they wouldn't otherwise have, and the Brotherhood is like some club about wearing trashcans. I seriously don't get either. the game wants me to think that someone is a dick, but although I can understand why I would like Minutemen/Railroad I have no fucking idea what the other 2 even do

That was what they based the R91 assault rifle in 3 on wasn't it? It was a great visual basis for the setting, yeah.

Just using a more squared-off receiver and an assault rifle style stock would have made the combat rifle actually look somewhat appropriate, as well as fucking identifiable from a distance compared to the combat shotgun.

I got a wounding plasma pistol so I modded it to be a shotgun.

I lost a shit ton of range and it just doesn't seem to be very powerful compared to say, Overlord's Guardian.

Plus, I lose a good bit of sneak damage because it isn't suppressed. Does this Plasma Shotgun thing only work if it's explosive?

No it's just that Overseer's Guardian has the OP double-damage perk that just knocks everything else out of the water and breaks weapon balance.

The only thing that starts to come close is Bleed or Explosive shotguns and that's only because of derpy game mechanics.

Explosive in particular is just waaaaaay too much damage, but it's also quite easy to kill yourself with it in typical shotgun ranges.

Texture optimization project is going to help you because you don't have the VRAM to manage default textures well.

Aside from that your CPU is going to chug in certain scenarios regardless of how toned-down to make the graphics.

Google how to disable shadows completely and make sure you have the mods that disable the fog / foggy effect in interiors. Both of which make the game look much worse but you're scrounging for frames at this point anyway.

I think I remember something related to the Commonwealth having a government of some sort, but it was sabotaged by the Institute and fell apart.

The Capital Wasteland is fucked because it hasn't been saved multiple times by Vault Dweller & Co, and Fallout 3 just barely paves the way for civilization.


The only way this could've been fixed is if Fallout 3 was set earlier and showed signs of inter-state emergent governments, to help build up the East. But Bethesda didn't do that, so fuck it

There's a half finished Chinese Assault Rifle model apparently, and the textures etc. for the current "assault rifle" are all labelled "machine gun", so I guess they fucked something up and bodged the machinegun model in for the assault rifle at the last second for launch.

It'd explain why the combat rifle model is so shit/lazy.

They might update the combat rifle to a 5.56 CETME thing in one of the free tweak/content patches they said they were planning, or replace the current assault rifle and use its model for a proper machinegun instead.

I've leveled up a few characters and hoenstly aside from the slightly-grueling levels say.... 1-15 or so, I've had by far the best time with the 1x player damage, 2x enemy damage. It feels like by far the best balance between shit being scary, while also not just insta-gibbing everything as soon as you get a two-shot Gauss Rifle / Overseer's Guardian etc.

I've limited myself to playing with no two-shot mods with the above damage profile and I can't imagine playing any other way anymore.

The sad thing is, you could still use a check system in the game, you just base it on specific perks.
A "small arms" check? Base it on the level of Commando, Gunslinger, Rifleman.
A medical speech check? There's the medic and chemist perks.

My biggest issue, I think, is with the dialog. speech checks have you saying the same thing, what you say doesn't even matter, you can't explore anything, you're locked into a single personality type for the majority of conversations, there isn't even any kind of special dialog for taking the Lady Killer/Black Widow perk.

Everyone had the fear that the old comments of "voice characters will limit the choices you have" and it was all true.

Fallout 4 does much better in that regard, but their still tons of trash in Diamond City, settlements will still have loads of trash and skeletons sitting around, traveled highways will again have tons of garbage like valuable steel car frames just sitting there blocking the path.

I will say this, Bethesda has gone to probably the greatest lengths it can to not upset the canon of the previous games, setting their games so far away both geographically and in the timeline, but they also want to give the feeling of it being just twenty years later and people are just coming out into the open. But you can't have it both ways like that, it makes no sense.

Yes, because when you shoot your opponent the explosive radius applies the explosive damage on ALL LIMBS caught in the blast radius separately.

Shotguns are double-trouble with this because the explosive applies to each pellet fired as opposed to once per shot.

This is why the meme(explosive)-combat-shotgun breaks the game completely and just annihilates everything you come across.

Bleed is slightly more reasonable since bleed doesn't get multiplied by hitting all limbs at once but it's still 25 bleed damage X the amount of pellets hit which just fucks up anything all the way up to ~level 30 enemies.

Oh and if you've never used explosive shotguns before - don't use them in point-blank like regular shotguns, you'll just kill yourself.
