The Nohr half of it probably still has the whole Nohrian Apocalyptic vibe to it on top of being a frozen hell, and while the Hoshido side looks a bit more verdant, you can still see that the shores look to be freezing over. Maybe it's POSSIBLE for people to live there, but I doubt anyone would of their own volition, especially when there's a nice, temperate Japan-surrogate just a bit south.
